TITLE: Accounting Officer/Financial Department Manager, IS-510, Grades 14/15, $105702 through $155,500/yr

DUTIES: As Accounting Officer/Financial Department Manager, will supervise the staff of the department comprising of accountants, analysts and technicians. The incumbent is responsible to the Deputy Director for Operations and Finance, for the accounting, budgeting, and reporting of these funds in accordance with the applicable Government regulations, terms and conditions of contracts and grants and Smithsonian policies and procedures, as well as for the analysis and interpretation of the financial significance of past events and future plans. The incumbent will review the SAO federal budget formulation process for effectiveness in meeting operational goals; development and documentation of SAO proposed initiatives; operational increases; supporting documentation; and, performance measures development.


QUALIFICATIONS :

This position has a Basic Educational requirement. All applicants must meet the following Basic Educational Requirements:

Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing").

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge that must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement mentioned above.

In addition to the basic education requirements, candidates must meet the following specialized experience:

Grade 14: One year of full-time experience at the grade 13 level that is close or similar to the work of this job. The experience includes activities such as budgeting, accounting and developing, presenting, and coordinating federal and non- federal program budgets and managing long range planning, development, and execution of multi-year budgets for major programs for a small to mid-sized federal and/or scientific research organization.

Grade 15: One year of full-time experience at the grade 14 level that is close or similar to the work of this job. The experience includes activities such as budgeting, accounting, management-financial reporting, and developing, executing and monitoring federal and non-federal program budgets and managing long range planning, development, and execution of multi-year budgets for major programs for a mid to large sized federal and/or scientific research organization.
