TITLE: Deputy Director for Operations/Financial Manager, AE-301, $148,000 -158,500/yr.

DUTIES:
The incumbent is responsible for participating as part of the SAO Senior Management team, including the
Director and Deputy Director for Science, in planning, development and management of resources and people associated
with and analysis of Observatory programs and activities. The incumbent conducts analyses of programs and operations,
formulates strategic program plans including realistic short and long range goals and objectives; monitors the progress of
set goals and objective as appropriate makes adjustments to defend these goals; and ensure that SAO adheres to SI-wide
goals and programs. The incumbent will review SAO’s federal budget formulation process for effectiveness in meeting
operational goals; development as documentation of SAO proposed initiatives; operational increases; supporting
documentation; and, performance measures development. As Financial Manager, the incumbent is responsible to the
Director, SAO, for the budgeting, accounting and reporting of these funds in accordance with applicable Government
regulations, terms and conditions of contracts and grants and Smithsonian policies and procedures, as well as for the
analysis and interpretation of the financial significance of past events and future plans.
QUALIFICATIONS :
Candidates must possess a minimum of one year of specialized experience, equivalent to the grade
15 level in the normal line of progression for the occupation of Deputy Director for Operations/Financial Manager, that has
equipped the candidate with the following knowledge, skills and abilities required to perform successfully the duties of the
position: mastery of the broad field of financial management, including a comprehensive knowledge of financial theory and
the principles of business management, operations and practices; extensive experience in the financial management of
scientific research activities or related research and development programs; broad knowledge of and ability to utilize
principles, methods, techniques, and systems of financial management as they relate to Federal appropriated funds and
Government sponsored research contracts and grants; ability to negotiate or advise clients in the negotiation of overhead
rates or proposals for research contracts with funding agencies using A-21 or A-122 or dealing with DCAA or ONR;
ability to develop, apply and adjust financial plans and policies to attain the objectives of the Observatory, the Center for
Astrophysics and the Institution; and, ability to select, develop and supervise a large staff.
NOTE: Incumbent of this position is required to file a Confidential Statement of Employment and Financial Interest
