TITLE: Division Administrator, IS-301, Grades 13 and 14, $87,548 to $134,497/yr

DIVISION: - Optical and Infrared Astronomy Division
LOCATION: Cambridge, Massachusetts
AREA OF CONSIDERATION: Applications will be accepted from US Citizens, from current and

DUTIES:
The Division Administrator will manage all administrative and financial aspects of the Division's broad
program of research funded through the Smithsonian and Harvard College Observatory. The incumbent is
responsible for developing, coordinating and maintaining a comprehensive system of administrative and financial
staff services, including contract administration, accounting/budgeting, management and program analysis,
evaluation of programs, proposal preparation, procurement, and personnel administration. The incumbent's
responsibility includes programs funded from various sources. Some of these programs are highly technical in
nature, and require a deep understanding of the process of scientific research and the research goals of the OIR
Division and the Center for Astrophysics. The Division Administrator is expected to create an atmosphere in
which scientific research can thrive by understanding the needs of the scientific staff and working cooperatively
with this staff.
QUALIFICATIONS :
GS-13: To qualify, you must have one year of specialized experience (Federal or other) that is equivalent to at
least the GS-12 level in the Federal government performing the
following duties: developing, coordinating and maintaining a comprehensive system of administrative and
financial staff services, including contract administration, accounting/budgeting, management
and program analysis, evaluation of programs, proposal preparation, procurement, and personnel administration.
GS-14: To qualify, you must have one year of specialized experience (Federal or other) that is equivalent to at
least the GS-13 level in the Federal government performing the following duties: applying analytical and
evaluative methods and techniques in order to plan, analyze and evaluate the effectiveness of operating programs;
establishing program objectives, schedules, and budgets, evaluation of programs, and establishment of program
priorities; conducting detailed analyses of complex work processes of broad administrative or technical programs;
and recommending improvements in the efficiency and effectiveness of program operations.
