About Us The SAO Sponsored Programs and Procurement Department is responsible for coordinating, reviewing, and submitting all SAO proposals; negotiating, executing, administering, and closing out all incoming contracts, grants, cooperative agreements, and other awards that are received from our various sponsors; providing assistance with export control compliance regulations; procuring all goods and services required by the scientific divisions and administrative departments within SAO; issuing and administering all Chandra X-ray Observatory Center (CXC) awards for and on behalf of NASA; and assisting members of the SAO community with all of their travel and special events needs. Specific language has been incorporated into NASA's FY 2011 and FY 2012 appropriations that prohibits NASA funding to be used for participation, collaboration, or cooperation [on a bi-lateral basis] with China. See our What's New page for additional information.
