Composition/Term

Each Associate Director will nominate a senior scientist from his/her division for membership on the Committee. Each Associate Director may also nominate another senior scientist to serve as an alternate if the primary designee is unable to attend meetings. Each Associate Director may nominate himself or herself for either membership or service as an alternate. The Associate Directors will send names of nominees to the AD-Science for approval, with an information copy to the Director of Human Resources. The Director of Human Resources serves on the committee ex officio as a permanent, non-voting member to provide advice on personnel-related concerns and processes. Aside from the ex officio member, committee appointments will be for five-year terms, renewable at the discretion of the Associate Directors and AD-Science and with the appointee's concurrence. The Chair is chosen by the Committee with the approval of the AD-Science approval and will serve for a two-year renewable term, as described above.

Charge

Smithsonian Directive (SD) 204, issued November 30, 2006, set forth new institution-wide guidelines for the PAEC, and at that time the existing PAEC was established to meet on an annual basis to conduct periodic reviews and consider all requests for grade level changes for Trust or federal scientists at the grades 14 and above. SAO is now implementing the final requirement of the Directive, which addresses employees at grades 11-13. The time frame for reviews will range from every 3 years for those at the grades 11-13, every 5 years for those at the grades 14-15, and every 7 years for those at the senior level. The changes to the PAEC substantially increase the number of individuals at SAO who are subject to PAEC review, and, as a result, a new PAEC has been established to review the accomplishments of Trust and Federal scientists at the grade 11-13 levels. The new PAEC will be known as "PAEC 11-13". The existing PAEC will continue to review scientists at grades 14 and above.
