DUTIES: This is the position of Facility Operations Specialist, Fred L. Whipple Observatory (FLWO), Optical and Infrared Astronomy Division (OIR), Smithsonian Astrophysical Observatory (SAO). The Facility Manager is responsible for the day-to-day operations, safety and management of FLWO, and supervision of staff engaged in maintenance and administrative functions in support of the scientific objectives of the FLWO, MMTO, and VERITAS.

Duties may include, but are not limited to:

-Managing the day-to-day operations of the Observatory, and the maintenance of its facilities, in order to ensure the safety of staff, visitors, and scientific instrumentation; prevent deterioration; and support the overall scientific mission.

-Supervising a staff of technical, administrative, and trade (maintenance, electrician, water operator, automotive mechanics, heavy equipment operators and welders) employees, as well as outside contractors.

-Formulating, preparing, analyzing, and administering FLWO budgets for federally-appropriated and private revenue funds. Advises OIR Division management of the practical and technical aspects of FLWO's budget. Establishes controls to monitor expenses and recommends budget restructuring as needed to accommodate unanticipated deviations such as varying costs for equipment, supplies, or services; or changes in the availability of funds. Ensures that all relevant Federal Government, SI, and/or SAO procurement and funds management policies and procedures are followed. Establishes procedures to control property.

-Serving as SAO's primary coordinator with SI's Office of Facility Engineering and Operations (OFEO) for projects involving the maintenance, revitalization, and/or repair of existing facilities and long-range planning for new design or construction.

-Serving as the COTR (Contracting Officers' Technical Representative) for repair/renovation projects and custodial work. This includes monitoring the work or service performed by the outside contractor, advising the contractor of deficiencies in performance, verifying completion of work, approving payments, and coordinating with the Agency's Contracting Officers as necessary to resolve contractor performance or other issues.

-Maintaining administrative liaison with various local scientific, education, industrial, and government organizations. Serves as the primary FLWO liaison with other government agencies, in particular the U.S. Forest Service (USFS).


Experience GS 13:

One year of full-time experience at the GS-12 level (or equivalent) that is close or similar to the work of this job. The experience includes activities such as providing leadership, direction, planning, management and administration of a complex remote facility and management functions.
