This is a career ladder opportunity with promotion potential to grade 12. Selection for this position to be made at the grade 11, or 12 level. Candidates selected at the grade 11 may be non competitively promoted to the grade 12 level upon the recommendation of the supervisor based on classification requirements, satisfactory performance and qualifications of the employee.

This is the position of Information Technology Specialist (APPSW) (INET) in the Minor Planet Center (MPC) at the Smithsonian Astrophysical Observatory. The individual will function as a web-developer in the division. The MPC is the internationally recognized, NASA-funded clearinghouse, processing center, and archive for minor planet and comet observations. The MPC is tasked with identifying candidate near Earth asteroids from all data reported to the MPC, as well as with supporting asteroid survey programs, for example, through services for identifying known asteroids and predicting their positions.

The MPC is building a highly scalable and feature-rich data-processing pipeline using modern development tools. Much of the interaction between the scientific community and the data processing pipeline is through the MPC website and web-services. As such the website and services are also being upgraded and the MPC is inviting applications for a suitable qualified web-developer.

DUTIES:

Duties at the grade 11 may include but are not limited to

1. Participating as part of a team to assist in the design and development of new capabilities and services to support the MPC website and database infrastructure, ensuring its reliability and scalability

2. Participating as part of a team to develop new capabilities for the rapid processing of data by the MPC's pipeline, while aiding in the maintenance of existing functionality.

3. Participating as part of a team to develop new capabilities for the rapid distribution of processed data from the MPC to a variety of end users, while aiding in the maintenance of existing functionality.

4. Participating as part of a team a to enhance the MPC APIs and front-end services to support the MPC user community

5. Aid in the development of code and scripts to support education and outreach, particularly, web, app and social media based projects. This will involve working under the supervision of senior team members to create materials that modification and add-to existing materials to meet evolving requirements.

6. Aid in the development and evaluation of new software tools for the processing and communication of the data received by the MPC by working closely with systems engineers, scientists, and other IT Specialists. Obtain necessary data to verify requirements and test software, collaborating with other team members to create simulated data for self and others when actual data is unavailable.

7. Aid in the verification and testing of all generated web pages and help to maintain them as part of an overall system. Generate documentation according to MPC guidelines.

8. Perform other duties as assigned.

In addition to the duties listed above, duties at the grade 12 may include but are not limited to:

1. Provide schedule assessment from a technical standpoint, technical guidance to other developers, and overall integration of software and other system components.

2. Collaborate with other team members and stakeholders in the design and development of new capabilities for the rapid processing of data by the MPC's pipeline, while aiding in the maintenance of existing functionality.

3. Collaborate with other team members and stakeholders in the design and development of new capabilities for the rapid distribution of processed data from the MPC to a variety of end users, while aiding in the maintenance of existing functionality.

4. Develop new solutions to enhance the MPC APIs and front-end services to support the MPC user community

5. Develop original code and scripts to support education and outreach, particularly, web, app and social media based projects. This will involve creation of new materials adding to the online portfolio's capability, as well as modification of existing materials to meet evolving requirements.

6. Define, develop and evaluate new software tools for the processing and communication of the data received by the MPC by working closely with systems engineers, scientists, and other IT Specialists. Obtain necessary data to verify requirements and test software. Create simulated data for self and others when actual data is unavailable.

7. Verify and test all generated web pages and maintain as part of an overall system. Generate documentation according to MPC guidelines.

8. Perform other duties as assigned

QUALIFICATIONS:

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

Candidates for grade 11 must possess a minimum of one year of specialized experience equivalent to at least the grade 9 in the normal line of progression for this occupation. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position such as (i) participating as part of a team to develop APIs and front-end web-services to enable data queries; (ii) participating as part of a team to develop web, app and social media products that enable education and outreach projects; (iii) participating as part of a team to develop capabilities and services that enhance the links between the MPC website and the MPC's data holdings

Candidates for grade 12 must possess a minimum of one year of specialized experience equivalent to at least the grade 11 in the normal line of progression for this occupation. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position such as(i) developing APIs and front-end web-services to enable data queries; (ii) developing web, app and social media products that enable education and outreach projects; (iii) developing capabilities and services that enhance the links between the MPC website and the MPC's data holdings.

Education:

All academic degrees and coursework must be from accredited or pre-accredited institutions. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Grade 11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
